Thanks Bruce!  That is something I have not checked.  My plate is mounted pretty solidly but I'll mic the holes at both ends and from side to side to see if parallel.  Thanks for the tip, it's the only thing I can think of that I haven't checked.......

Thanks for the suggestions.  I've tried to eliminate them one by one and think I have.
I'm still having the issue but only on one side.  I have replaced the master cylinder, the pistons in the brake body, the o-rings on the pistons, and the brake pads.  I have removed and polished the pins (checked and they are not bent) that slide in the sleeves for the caliper body.  I polished out the sleeves and lubricated both with both wet and dry lubricants (two different tries) and verified the assembly moves smoothly.  All the components appear to be parallel and tightly installed.
I have to drag a right brake for a couple hundred feet down the runway to take off and always have to tap the right brake to taxi....  I am totally stumped. 
Any suggestions would be appreciated.

Thanks Bill.  I oil flowed the area and get good flow across the inlet but nothing comes up in it.  With the eyeball open or closed it makes no difference to the input from the NACA in front of the canopy so appears not to be acting as an outlet.  I have plenty of leaks around the back of the canopy (which will get fixed some day) so don't have need for an outlet yet.
Have made a mold of a good NACA design and will lay up one to try in that area in lieu of the slot.

My builder put an inlet under the strake and tight to the fuselage.  The inlet shape is just a slot and grabs no air.  I'd planned on replacing it with a small NACA inlet but wondered if that area isn't good for an inlet due to air flow??  The plenum it feeds is inside the strake with a nice eyeball outlet so I was hoping to salvage that structure.

New parts include-

ECI cylinders, main bearings, rod bearings, pistons, rings and more...

This was a new engine on a 172 (I think) in 1974. It has complete logs since new. It has been most recently been used on an RV-4 with a warneke wood prop.

The engine was supposed to go back on the RV-4 but illness has stopped the rebuild project.

This engine can NOT go onto a certified airplane because the AD for pitting of the hollow crank has NOT been complied with.

Also, the rebuild of apliances has not been finished. The engine has not been test run and was put together as per the Lycoming spec with rebuild oil. This is the goo that sticks to stuff to protect it during assembly.

The mags, carb, fuel pump, starter and alternator are included.

I have all the paperwork for he engine and can direct serious inquiries to the A&P.

I have used Waiter's stuff for a couple years along with trip maps that include average speed and fuel use for the trips and it gets a lot of attention.  I tape them to the canard with blue painters tape and toss them at the end of the show.  People work their way along the canard and seem to read every word!

Ditto what Beagle says but in my case, always within gliding distance of a road....from those altitudes one has a lot of options.
