Obviously the best way to conduct a pre-buy is to have an experienced builder/operator conduct it.
However, is there a published list that exists listing some of the more obvious items to check for? It could save a lot of time.

This isn't exactly what you were asking for, but it's a place to start. Check out Terry Yake's excellent article in the 'Articles Section' on this site, i.e.,

This will give you a lot of ideas on what to look for on a pre-buy and why/what is/is not important. While you're at it you might check out some of the other articles too.
