Hangar Flying / n82cd long ez project

I was wondering if anyone had any information on this plane. Its a project that is currently for sale. From a simple google search I found it was built by Gordon Diehl and Ron Corley and later owned by Moises Romero.
Currently it has the fuel sump covers on the underside of both wings removed. It appears that someone flew it to Oshkosh in 2002 and 2003 and since then has been majorly deconstructed with someone cutting off the nose, along with the cowling, engine, and engine mount all missing.
I was hoping someone could let me know some history on this plane and why they stopped flying it. Why would someone cut out the fuel sumps? Any info would be much appreciated.
