It appears to me that the owner is starting a long nose install and major refur.  This plane may have lots of hours on it and or be a good project buy.  (could be a bad deal also) Some one needs to look at it with you if you don't have the experience.  Lets us know where it is located and if you want someone in that area to help.  EJ  N36EJ

Plans are going for around $700.00 give or take a few.  That is for a new COMPLETE set. You can find them on the internet, Central States, and Canard Aviators from those individual trying to sell as they have changed there mind.

If you want total overload go to OSH this year.  This is the Rutan Honor year.  There will be (most likely) over 100 canards there on the front row.  Quickies, Vari-EZEs, Long-EZs, Defiants, Cozy 3s, Cozy 4s and (knock offs) Velocitys, Aerocards, and E-Racers Did I miss any??

The only way to get a set of plans is from individuals.  RAF is out of business and the plans have been off the markets since around 1985.  A lot of sets are out there for around 5 to 6 hundred.

The Los Angeles basin has been socked in for a few days.  Was to clear on Sat but now its worst.  Also TFR for the Prezz.  I'm grounded here due to it but some may have IFR ticket and can get out but not me.  Wanted to be at Copperstate really bad.  Needed to fly and get my fixxxx.
You guys have fun and if Obama can get the weather cleared maybe I can come on over. Oh well some other things have not worked for him so not holding my breath.

Hey do you have the long nose on the long??  Also do you have the Ronz canard??  I have a 0 - 320 160 HP and always fly over 180 mph with no proplem.  I would be very careful until I found out the reason for the extra up on the canard.  If it is the GU canard you may need to shorten it per the CP. Be careful out there near the speed of sound (funny noises).

Serial number does not matter.  You may get a set of plans with the project.  If not you should get a complete set to build from and also to check the parts you are buying.  Later during the flyng and maintence life of your bird you will refer back to these over and over.  Get a good set.
