drill out prop bolts

I just bought a slightly used Klaus 2 blade composite prop.  The bolts are 3/8 (.375) and I need to drill them out to 7/16 (.4375).

I plan to make a drill fixture plate for the top and bottom, align it with step pins, and hold them together with a bolt.

It will then be put on a drill press so it can be hand drilled.

I read in Rutan plans that you have to dull the drill point flutes so it won't grab the composite layer.

Does anyone have any other advice, or know what RPM I should use for the drill?
